Corruption causes poor delivery: Samwu

Corruption in local governments was the root cause of poor service delivery, the SA Municipal Workers' Union (Samwu) says.

Speaking at the union's annual NEC meeting in Johannesburg, general secretary Mthandeki Nhlapo said the union would "name and shame" corrupt individuals who were more serious about enriching themselves with government contracts than with service delivery.

"We have done so in the North West, we will do so in the rest of the country," he said.

Nhlapo questioned whether Co-operative Governance and Traditional Affairs Minister Sicelo Shiceka's "turnaround strategy" on the government's failure to provide services dealt with the "real issues" behind the problem.

"Currently the macro economic policy of the country adds to the impetus of the problems of the country," he said.

"We strongly support the nationalisation policy the ANCYL put forward but not on the narrow basis they are proposing," he said.

Samwu proposed going much further with nationalisation that just the mines.

"Our demand as workers of this country is to move towards socialism."

Nhlapo said the union planned to fight the electricity increases approved by the National Energy Regulator of South Africa as well as the planned privatisation of electricity distribution.

Samwu's second deputy president, Nthokozo Mzuza, said the union would go on strike, should its demands not be met.

"If matters are not resolved, sooner rather than later we will go on strike. In fact we have a mandate from our members, but we believe in practical engagement," he said.
