Put the brakes on provincial spending: iLIVE
I find it incomprehensible that chief financial officers of provincial administrations spend money like there's no tomorrow and then, when their books don't balance, put their hands out to the national Treasury for more ("Two provinces near economic collapse", December 5 ).
The culture of non-payment for services and granting of salary increases over budget must be addressed urgently.
Why do some people pay tax while others do not? Why do unions hold provinces to ransom with salary demands and strikes? The ease with which provinces source additional funds from central government coffers should not be tolerated.
