Lungisa: the folly of cadre deployment: iLIVE

Let's face the facts: Andile Lungisa is not fit for the position of chairman of the National Youth Development Agency.

Perhaps a decade ago organisations might have been satisfied with mediocre appointments on their boards. But that is no longer the case.

According to the King II code of corporate practices and conduct, public-sector enterprises and agencies are expected to adhere to seven characteristics of good corporate governance, such as discipline, transparency, independence, accountability, responsibility, fairness and social responsibility.

Lungisa runs the agency in complete violation of all seven of these principles. Good money has been thrown into useless projects that did not benefit the youth.

According to the recent findings of the auditor-general, the agency is in a far worse state than we initially imagined. It is shocking that, despite the A-G's findings of a litany of inherent discrepancies, which included significant uncertainties, irregular expenditure, fruitless and wasteful expenditure, and material impairments, Lungisa and his crew are still in office.

The agency failed to comply with the Public Finance Management Act, National Treasury Regulations and the Preferential Procurement Policy Framework Act. In simple and plain language, this is maladministration at its best, a breeding ground for nepotism and corruption. In properly run organisations, Lungisa would have been fired. He is a perfect example of cadre deployment policy that went wrong. It is not too late to remove him .
