Handbook is plain useless: iLIVE
Regarding President Jacob Zuma's private residence at Nkandla, unless taxpayers are given a chance to have a say on the rules of the ministerial handbook, nothing will come right.
The ministerial handbook contradicts the Constitution and the Public Finance Management Act because there is no transparency.
It is secondary legislation that was concocted by politicians at committee level, who specifically tailored it for their own personal gain.
