A report by the Gauteng tolling petitions committee will be forwarded to the national transport department after a vote by the Gauteng legislature on Tuesday.

Committee chairman Jacob Khawe said the House was in agreement that there was a need for public participation but also for infrastructure development.

Gauteng roads and transport MEC Ismail Vadi reiterated the position of Transport Minister Sbu Ndebele on the Gauteng Freeway Improvement Plan, which was to let the first phase of the project run and halt all future phases pending further consultation.

"The maintenance and development of roads is critical to the transport of people and goods... It is in the public interest to upgrade roads and build new ones."

The state did not have adequate funds to finance this infrastructure improvement and needed to look to strategic private partnerships to meet the demands of a developing country, he said.

Anti-toll petitions were recently submitted by the Democratic Alliance, the Congress of SA Trade Unions, and the SA National Civics Organisation as part of public hearings.

The first phase of the tolling system is scheduled to take effect in February next year.
