Zimbabwean President Robert Mugabe's government plans to ratchet up the land grab on white-owned farms as a terrifying new wave of farm seizures has erupted in the strife-torn country.

This "recommendation" is contained in a closely guarded government document prepared by minister of lands Herbert Murerwa and presented exclusively to Mugabe's cabinet on August 27. It is in the Sunday Times's possession.

It seems to contradict the power-sharing agreement signed last year by Mugabe and MDC leader Morgan Tsvangirai, which committed the country to "ensure security of tenure for all land holders" and said that land should be given "irrespective of race".

Instead, Murerwa said the "government should continue to acquire land" from white farmers and the "prosecution of farmers resisting to move off the acquired land should be expedited".

"The refusal by these former farm owners to vacate gazetted farms has disadvantaged 251 (beneficiaries of the land grab) who hold offer letters," he said.

The document appears to confirm speculation that the new wave of farm invasions is the result of a directive from the top echelons of Mugabe's government.

Deon Theron, head of Zimbabwe's Commercial Farmers' Union, said: "Things have definitely got worse in the last few days. It seems that instructions have gone out from the top and we're now being hammered."

The latest developments include:

  • Reserve Bank deputy governor Edward Mashiringwani forced South African farmer Louis Fick off his pig and crocodile farm last week, putting livestock worth US$255000 at risk;
  • Tobacco farmer Murray Pott was savagely assaulted on Tuesday when he tried to prevent a "war veteran" from taking over his land and charged with "public violence";
  • Cattle farmer Mark Surtees was convicted on Friday for "failing to vacate" his farm after a court battle that has cost him US$8000 and left him broke; and
  • At least 223 cash-strapped farmers are being prosecuted for "failing to vacate" their farms and are battling to foot the US$1.5-million legal bill.

In the cabinet document, Murerwa said "no foreigner should be allowed to own rural agricultural land", which "should be excluded from the protection afforded by the bilateral investment promotion and protection agreements".

South Africa is currently trying to thrash out such a trade agreement with Zimbabwe, but it has deadlocked over the land issue.

The Sunday Times visited a number of once-thriving farms this week that have been taken over by Zanu-PF officials. These farms now lie fallow and swamped in weeds, and infrastructure such as electricity towers and irrigation pipes have been stripped of steel and iron.

Doug Taylor-Freeme, who farms tobacco and barley, said: "The world believes things got better for farmers after the government of national unity was created last year. But, in fact, it has just got worse."

Taylor-Freeme has already lost 3000ha in farm grabs to the government and is now fighting a claim on his last remaining 750ha.

In a bizarre twist, the local magistrate who seeks to grab his farm will adjudicate on Taylor-Freeme's prosecution for "failing to vacate" the land.

The cabinet document says Zimbabwe must continue "acquiring" land because "stopping the programme now will be construed as a reversal of the land reform programme, (which) can ignite further and more violent protests, disturbing (the) peace and tranquility currently prevailing in the country".

This revelation comes after Mugabe implored investors to plough cash into the country at this week's mining indaba, saying "the sanctity of property rights and the rule of law in all its dimensions are fully respected".

During a closed-door meeting with about 20 investors, Mugabe related how he had "negotiated" to get land from the Oppenheimer family, saying: "We're not that rough and racist as some people regard us."

But the latest farm invasions threaten to derail the much trumpeted economic recovery in Zimbabwe, where the average salary is US$150 a month. The catalyst seems to have been Mugabe's speech to the Zanu-PF Youth Congress last week in which he spoke of the "bloody whites", told farmers "please don't resist" and threatened "I'm saying 'please, please' but that will stop".

The farmers union believes with too few farmers and a Southern African drought imminent, Zimbabwe is at risk of starving next year.

Glad to see you've finally got around to sending journalists to actually look.

But your "Revelations" are what all the Zim Websites have been stating for months.

Especiallly the "Fast Tracking" of farm seizures and prosecutions (For occupying their own land) against the remaining White Farms, whilst Mugabe and ZANU and Tsvangarai claim its stopped:

Notice they found that one out in April, not August.

"The report reads: "What has become very evident from the reports coming in is that there is a very active group, which we understand is called the Land Inspectorate Commission, allegedly headed by the previous Minister of Lands (etc), Minister (Didymus) Mutasa, and assisted by two of his relatives, being the lawyer Gerald Mlotshwa and Temba Mliswa, who we believe holds the position of Secretary of Lands for Mashonaland West in the ZANU PF party."

The report also details the known involvement of Attorney General Johannes Tomana as well as a chief magistrate, senior police officials and officials from the Lands Ministry, who in February instructed local police and magistrates to 'fast track' the prosecution of the remaining farmers.

"It would appear that this is to make way for the immediate occupation by persons in favour of the ZANU PF party and many of these new beneficiaries are alleged to have been involved in the recent political violence," the CFU said in its report."

This is just one of many secret papers that were compiled to undermine the GNU by Mugbe and his cohorts. There are numerous others as well - covering all aspects of the GPA intended to enhance development of democracy in Zimbabwe.

Mugabe has used the JOC, Tomana and Gono to ensure that he alone is in effective control of the Zimbabwe Government. Whatever is decided by Cabinet is ignored by Mugabe's Ministers and they report directly to Mugabe and ignore the Prime Minister.

A typical example is the SADC Tribunal issue handled by Chinamasa. Based on totally illegal principles Chinamasa has carried on with the illegal conduct of business by his Department.

No wonder the MDC has basically decided to quit the GNU - but as is the case with a trruely democratic institution - they have decided to go through a series of public consultations first.

This must have shocked Mugabe and his backers and watch their antics over the enxt couple of weeks. Consultative meetings will soon be banned - and when the inevitable happens - on quitting most of the MDC ministers will be arrested for treason and breaching of the Constitution as stemming from the GPA.

This shows that it is impossible to impose restictions on a dictator such as Mugabe - who has for the past ten years used murder, torture, rape and electoral fraud to remain in charge.

By the way the land issue is just a part of the patronage system established by ZANU-PF in Zimbabwe. The system basically allows for no distinction being made between State funds and ZANU-PF funds.

That means that a system of bribery and corruption was established in the early 1990's benefitting the top brass in ZANU-PF. From then onwards the system had to be extended and the feeding trough became bigger and bigger.

By 2000 there was no money left to continue the system - as by then their were more than a million beneficiaries that had to be kept happy. All foreign aid money was looted already and the repayment of foreign debt was obviously impossibler.

The only reliable source available beacme the farms and they were grabbed then and handed out - 90% to Mugabe cronies, who started with a system of asset stripping. They removed anything of value and flogged it - with no farming being undertaken. Once the first farm has been stripped - the next farm was allocated to the same person and the process repeated.

Mugabe and Grace combined has 14 farms and only one is in fact farmed. That one is the model dairy farm paid for by the Reserve Bank and operated through State funds - with the proceeds going to Mugabe.

What the Sunday Timess reporters found is what has happened all over Zimbabwe the last ten years - no farming and continuous asset stripping.

By the way the feeding trough earlier referred to became so big after most of the land issue has been stripped - that Gono had to start printing money. The basis was easy - every note printed was duplicated and delivered to the army and ZANU-PF. The duplicate notes were distributed to the public - mostly through illegal operations by black market traders - by which means the Reserve Bank bought foreign exchange.

The foreign exchange so bought - plus foreign exchange stolen by Gono from accounts held by others - was then sold to ZANU-PF hot shots at the official rate of exchange. That meant Mugabe could by villas in Malaysia and Hong Kong for what it would cost in Zimbabwe to buy a bread in Zim dollars.

One must admit that Mugabe and his people were clever. The Reserve Bank paid trillions of Zim dollars directly to certain army caders and the Youth Militia to murder, torture and rape in the period March to September 2008 - and some activities are continued even to date. The whole campaign was funded by the Reserve Bank itself.

However, by December 2008 the money printing exercise was not enough to keep the army and police happy (there were even army riots in Harare) - so the next phase was embarked upon - and that was taking over of the Marange Diamond Fields. Army and Police units are constantly changed to ensure that they are kept happy. Whilst there they receive enough bribes in real diamonds to keep them happy. Most diamonds went to Mugabe and JOC - and Grace went to China to start a diamond cutting business. Once again - no income to the Zim Government and plenty to the looters.

The top beneficiaries in the trough system remains Mugabe and Grace. Together they have amassed a massive fortune held in foreign countries. In 2002 the UK, the US and the EU started with targetted sanctions. A week before the sanctions were introduced Mugabe had 750 000 000 pounds - the loose cash forming approximately 10% of the loot - transferred from London and EU bank accounts to Malaysia. The rest (90%) of the loot could not be transferred and is stuck in bank accounts in countries with targetted sanbctions against MUGABE.

No wonder there is such a massive campaign to have targetted sanctions lifted to allow Mugabe to get his hands on the said money and transfer it to "safer" venues.

Why don't the Sunday Times investigate the above in detail and open the Rot completely. While they are at it - they might as well investigate the Congolese mining scam involving Mugabe, the JOC and also Mbeki.

Very succint and accurate exposé above (mcritic).

I know the Potts family and everything you have stated is true and worse, as the same people who assaulted Murray had gone looking for him several weeks ago, and his 80-year old mother went to talk to them.

No problem - they threw her in the back of the truck (literally threw) and drove off with her. Murray followed the truck and when he caught up with them, they threw her off the truck (again literally) and took him instead. That time though, he was able to avoid a beating.

This time, when his labour force tried to help him and stop the attack, they too were assaulted. His sister has recorded proof of all of this

Lies, lies and bloody lies are Mugabe's stock in trade. If he and his fellow monsters would put in even a tenth of the effort and time they have so far expended on trying to destroy all the farms and remove every 'bloody white' into acutally rebuilding the country there would be no stopping progress.

As it is, the feeding trough brigade will not stop until they are stopped, physically. That is Zimbabwe's tragic reality,

Tne only possible solution in Zimbabwe is forcible removal of Zanu-PF - clearly there is no "negotiation" possible and the present "unity" government is a ludicrous sham.

The extraordinary thing of course is the fact that it becomes ever clearer that the mass of Zim people are not unhappy with the situation of whites being targeted - with the consequential food shortages and the collapse of the economy.

Obviously these consequences are not actually so important to them that they will get off their asses and do something to remove Mugabe!

I say - if they will not grow some balls, let them rot!

Sad that those whites that stayed in Zim after independance are those that are punished. Why are white people not considered Zimbabweans, is this a sign of things to come in SA. Its just blunt rascism, getting rid of minority white rule was never about being against rascism, it is just a method of reversing the racism from black onto white - perhaps the 70% of whites who voted for an end to apartheid will one day have to apologise to the right wingers who were against the change. Perhaps Verwoerd was just a man of vision, who knew that once power was in the hands of the majority they would victimise the minorities without consceince. The silence of African leaders about the abuse of their people by their leaders is astounding.

A sad reality that the entire sadc has continuously denied. If anything, the west needs to up their sanctions and by doing so force a revolt against this monster mugabe and his cronies. Perhaps then, things may just change.

It must surely be colonialism's fault?!

Maybe it's Obama's fault, or even better George Bush's.

All is well in a world were black people, by definition, can never be racist towards whites.

I think it is time for the UN to also impose travel restrictions on SA politicians for their complicity in the Zimbabwean genocide.
