Tshwane losing millions to non-collection: DA

The failure by the Tshwane municipality to collect R850-million in revenue in the third quarter and the estimated R830-million lost to the botched pre-paid meter contract has impacted the delivery of services. According to DA's finance spokesman, Lex Middelberg, the municipality had a R22-billion operating budget and that 25% of this went to paying salaries and 50% towards buying bulk water and electricity.
