Using time is of the essence

The idea of state intervention to revitalise the inherited township and informal settlement landscapes is principally informed by the unacceptable character and personality of the living and working conditions still prevailing after 21 years of democracy. Although apartheid and its limitations are in the rear-view mirror, it is always tempting to link the failure to address the triple challenges of poverty, income inequality and unemployment to its ghosts.
