Who called this bunch 'civil'

Given that they have 1998 VIP Protection Unit officers at their disposal our country's "civil servant" (where did that description come from?) cabinet ministers and premiers are assured of much of the ooh-ing and aah-ing they crave as their motor cavalcades speed along our roads, sirens blaring and blue lights flashing.
