It has become increasingly apparent that economists and business people are at a loss to identify any vestiges of a coherent strategy or economic policy on the part of the government. In addition, the government's reaction to catastrophic failures in the provision of essential services such as electricity, water and sanitation is always completely off-key and inappropriate.
