Articles in The Times over the past two days regarding water restrictions in Durban prove two things. First, the left hand doesn't know what the right is doing when it comes to cut-offs and restrictions.Second, the drought had been forecast, but only now when we are looking at a crisis do the government and the municipalities start to react.
