The SADC, particularly SA, has not applied more pressure on the Mugabe regime to fully implement the Global Political Agreement (GPA). They still insist on quiet diplomacy and on shielding Robert Mugabe from international scrutiny. The last visit by President Jacob Zuma to Zimbabwe has cast doubts on his seriousness to resolve the crisis in the GPA.
