Speaking after Finance Minister Pravin Gordhan's Budget speech in Parliament, Mulder said there were a number of positive announcements.

One was "the whole idea of savings, to help people to save and give them tax exemptions".

He welcomed the news that the budget deficit was below five percent.

"I thought with all the extra spending it would not be possible. So I think that's positive."

Mulder said there was a need for the government to compromise on the tolling of highways, but welcomed details of a "ceiling" figure of R550 per month on toll road charges.

"I think it's clever to have a ceiling... but I don't understand why taxis can't also pay up to R550. They are exempt from that, surely they get income from that."

The 20 cent fuel levy announced was a concern, however, because of the knock-on effects it would have on inflation and food prices, Mulder said.
