New toilet scandal hits ANC

A new toilet scandal is about to cause a big stink for the ANC.

A Free State municipality which erected more than 1000 lavatories on land apparently earmarked for low cost housing, is now insisting that people who qualify such housing pay for the land - and the toilets.

In the wake of the party's open toilet controversy in Viljoenskroon's Moqhaka municipality, the ANC led Maluti-a-Phofung Municipality in Harrismith is now charging the poor up to R5000 for a plot of land with a flushing toilet on it.

Despite numerous enquiries, municipal officials could not explain how or why more than 1000 toilets were erected on one field across the road from Tshiame township almost three years ago.

Ward councillor Moeketsi Mofana refused to reveal what the municipality was charging for toilets and the plots of land upon which they have been erected, but The Times understands that they are being sold for between R1000 and R5000 depending on the size of the land.

The municipality's actions fly in the face of government policy which stipulates that those who earn less than R3000 a month qualify for free, low cost houses. These houses should come with all necessary services, including water, electricity and a toilet.

Mofana confirmed that the toilets are now being sold.

"We are selling them. I'm not sure about the prices, it will depend on the size of the stand. They have to be sold. The money used to develop the site has to be recouped," he said.

"For now there are no RDPs [low cost houses] in the pipeline. The priority is to move and complete this project."

The municipality, Mofana said, started selling the toilets on Friday.

"They can go to the municipality and request stands according to their affordability," he said.

Maluti-A-Phofung municipal manager Stephen Kau assured that he would respond to questioned e-mailed to him "as soon as I can".

Local government spokesman Vuyelwa Qinga and Free State local government head of department Kopung Ralikontsane declined to comment, saying Kau would be better placed to provide a response.

Department of Human Settlements spokesman Mandulo Maphumulo failed to respond to questions.

Metsing Mpakathe, a DA councillor at the municipality, said the toilets cost at least R3-million to erect and the intention was to build houses but the project "went wrong".

Thandiwe Mazibuko, who lives in a mud hut with seven other people in Tshiame, and whose makeshift toilet doesn't have a door, said on Friday that the community held a meeting to discuss the toilets.

"What we want is houses," she said, adding that she will not be able raise the money she needs to buy a proper toilet, let alone build a house, as no one in her household had jobs.

"We were told they will cost between R1000 and R5000. They are messing around with us, where will the money come from?"

Of her own toilet, she said: "The door fell off. We just go in there and do our thing, what can we do? We are poor."

Butch Steyn, the DA's spokesman on housing, said it was wrong for the municipality to sell toilets without houses to the poor.

"If they put infrastructure there it means the land was earmarked for development," he said.

Steyn said more affluent residents in the area now had an opportunity to buy up stands at the expense of the poor.

Toilets became campaign tools during the local government elections in May.

ANC Youth League president Julius Malema and Sports Minister Fikile Mbalula travelled to the Moqhaka Municipality with Free State premier Ace Magashule to inspect the open toilets which they promised would be covered within two months. That work is now under way.

In Cape Town, the DA-led metro was lashed by the Human Rights Commission for building "loos with views" in Khayelitsha's Makhaza settlement.

The High Court in Cape Town ordered the city to enclose the toilets, and prototype enclosures were erected around them last week.

.......and since the news about Malema building a supermansion in Sandton with his modest salary of only 20000 a month, have been removed hurriedly...must we assume there is some selective censorship around?????........

What is just as disgusting as the actual toilet story is that the trailer park scum that are doing it all flatly refuse to explain themselves. Huh!!! What project is that? Installing toilets for the poor and then expecting to make money out of it?

Everything the ANC does is geared towards putting money in their pockets. They want to expropriate land for nothing, but the poor, who they profess to care for must pay for the land they want to buy from the state.

Corruption is a disease in this country. No accountability and no sense of responsibility from the people holding offices of public administration. Such things were not as rampant when Thabo Mbeki was in charge. Things got out of hand when this p!g Zuma got into power! I hate that scum. I said this to the DA when they said Makhaza people should wall their own toilets; how do you expect a family that barely has money to put food on the table to have money for the walling of their toilets? Now these p!gs are doing exactly what the DA has done!!! People must be held accountable but the president is busy playing with himself to do anything!!

BTW: Every time i pass through Harrismith, I get a speeding fine, no matter what. I stick to the speed limits like glue, but every time, without fail, I get a fine in the mail. Anyone else around with the same experience? Some sharp fund-raising going on in that municipality?

If these people had voted DA, they would have got an accountable and intelligent and honest government irrespective of race or colour. There are both in both parties so how can you say i am racist just because i think the ANC are useless. There are also poor whites who earn R3000 pm.

A vote for the ANC is to empower the few to get super rich. No one joined the ANC to stay poor. Look at your hero Zuma 783, Cele(ebe)1.6Billion, etc, etc. The list is from Cario to Cape Town. Harrismith is just one of 282 failed ANC Municipalities, Parastatals, Ministries etc.........Moron.

It is damn shabby that the poor are expected to pay for land that is set aside for them by the state. If land is owned by the state, that means that the taxpayer has already paid for its upkeep.
It's not like it is prime property anyway, just give a little plot of this land to these people DAMN IT.
The problem is, there is always some ANC official looking for a way to line their pockets.

It has been our in ability to adress the needs of the unemployed and poor in post apartheid that has given corrup politicians a gap in the market to exploit suffering minds of these voters.

If we help the poor, Malema can bark as much as he wants, people will ignore him. But when you suffering, how can you ignore what he is saying when noone else is giving an alternative.

I hate Malema because he hates me, but he certaintly has a point.

Fact is, no municipality in this country is immuned to problems, you find them everywhere. eg. there is a metro municipality that has failed to spend over a billion rand of its R4-billion capital expenditure budget, leaving the poor "out in the cold. That municipality is called CT. Now would it be fair to call those who run it MONKEYS?

As long as we don’t have capable people at the top, things will continue to be like this. Look at the Public Prosecutors case. What message is the administration sending?? @ Rightway, if u have read the last AG's report on Municipalities, you may have picked that KwaDukuza is the second best run municipalityin RSA, a local a municipality. So 1 person may ask, why is KwaDukuza municipality better run than Eden District Municipality?

But this would be neither here nor there. 1 of the greatest ANC leaders, the late Dumisane Makhaye once said " You must never approach a debate from a point of ignorance because you become arrogant".

Most of the time when I read comments on such platforms, I see people commenting from an ignorant point of view, hence their comments r so EMOTIONALLY CHARGED.

You say "I am just very frustrated by people who keep voting for failures year after year", let me try and explain why the masses always overwhelmingly vote the ANC into power. Nelson Mandela once said

"the masses of the people are never wrong, and it is always important for leadership to follow what the masses are saying". The day opposition parties stop at labeling ANC leaders as populists and TALK MORE on their respective policies that are an alternative, maybe, just maybe, the masses will look at them differently.

In social setting, you will never win over a potential lover, by BAD MOUTHING her current lover. You just have to state your case and she will listen and maybe, just maybe she will agree with going out with you and dumb her current boyfriend.

Race is still a big issue in RSA body politic, just look at the last local gvt elections (parties' messages to potential voters trying to woo them). Now when you start nailing (from an ignorant point of view), the masses shun you, becoz u r nailing 1 of them and reminding them of the painful we r coming from

It is a disgrace that poor people in this country are subject to this violation of human rights.

I pray for the day that our beautiful land becomes the envy of the world, where black and white people walk their dogs together in leafy suburbs, eat at wonder restuarants together who have chefs (both black & white) preparing proudly South African dishes found nowhere else in the world.

We must eliminate white & black supremacy, we must eliminate black & white racism, we must eliminate corruption from our entire government (all political parties). We must fight for the interests of all South Africans, not for boardrooms in Manhattan and Beijing.

The Afrikaner & most white people must accept that apartheid is buried and that black people are not incompetent but merely deprived of development, education and skills and there is nolonger room for any form of racism & supreriority. Black people must accept that white people (no longer settlers but fellow South Africans) are here to stay and that most of them worked very hard for what they own and therefore should not be considered thieves.

We must work together, and turn this country into the world's NUMBER ONE!

pomp, you are now where I was more or less the time the Springboks won their first World Cup ...and Mandela appeared at Ellis Park in a no. 6 jersey!

Since then, I came to realise the reality ...SA Blacks are jealous, sour, lazy, non-ambitious and unforgiving people who feel they are entitled to everything the White man posses because of some historic rulings made by a threatened minority acting in desperation to secure their own survival.

Why don't we see White people at ANC rallies, etc? Because the ANC failed to bring the nation together. Instead they abuse race-issues to favour them in order to stay in power ...does Kill the Boer ring a bell anywhere? How does that make a White person 'like' the ANC?

That's why I left SA ...because it's on a downward slope to Zim 2 alla Mugabe/Malema!

Please do not blame the ANC - they cannot account for the rank stupidity of public servants. Same thing happened - on a much larger scale - under the NATS and in that case too it was not Government intention but stupid Public Servants that cause the rot.

By the way KwaDukuza Municipality is run on sound business principles under a very good Municipal Manager. The issue here is MANAGEMENT AND HONEST ADMINISTRATION - which is producung the right results.

Question: Do most blacks need closed toilets?

I see them pi...ssing openly in the streets on a daily basis, even in close proximity to toilet facilities.

Maybe the ANC realizes that it is not necessary for closed toilets in their 'culture'..
