ANC heavies clash on DA motion

Sparks flew between Speaker Max Sisulu and ANC chief whip Mathole Motshekga over a decision to put on ice a planned National Assembly debate on the opposition-backed motion of no confidence in President Jacob Zuma.
The DA announced at a meeting of parliament's programming committee yesterday morningthat it was no longer interested in debating the motion because it lapsed when parliament went into recess last year.
The DA, which tabled the motion, supported by seven other opposition parties, has asked the Constitutional Court to clarify the rights of MPs of minority parties with regard to the tabling of motions.
The meeting of the programming committee got heated when Motshekga said that the DA had lost confidence in its own motion.
"If the call for a confidence debate by the DA was genuine and made in good faith, the DA and its partners would reinstate it. Its failure and neglect to do so confirmed our view that its motion was frivolous," said Motshekga.
But Sisulu would not entertain any discussion.
"I really, really won't allow you to continue. You are really out of order; this is not about political statements here. The matter ... it has lapsed.
"Parliament is an institution governed by rules and the rules are that if a matter has lapsed then it can only be resuscitated by the people who put the motion there. I really rule you out of order, absolutely out of order," an angry Sisulu told Motshekga.
Acting ANC deputy chief whip Mmamoloko Kubayi and Motshekga said they saw no reason why the motion could not go ahead.
Kubayi said it should be heard as there were claims that the ANC had stonewalled the debate last year ahead of its elective conference.
The DA alleged that, under Zuma's leadership, the justice system had been politicised and weakened, corruption had spiralled out of control, unemployment continued to increase, the economy was weakening and the right of access to quality education had been violated.
The ANC used its majority to block the debate last year, arguing that there was no time for a debate before the recess .
The DA then approached the Cape Town High Court and Judge Dennis Davis found that parliamentary rules were not clear on whether parliament could be forced to schedule such a debate as urgent.
The case is now before the Constitutional Court.
At an impromptu press conference later yesterday, Motshekga said: "Today's sudden U-turn by the DA-led coalition of opposition parties lays bare the true motives behind this motion."
DA chief whip Watty Watson said the party had not backed down and would re-table a motion of no confidence after the Constitutional Court ruling.
"This is our prerogative as MPs and we will not be dictated to and bullied by President Zuma's henchman in parliament, Mathole Motshekga," said Watson.

Maybe you should read the entire article first before posting such uninformed rubbish.

Secondly, I would think that the ANC would be happy that the the DA are no longer interested in the debate. After all they are the ones who blocked the debate last year. And thirdly the speaker is right. Motshekga's comments were uncalled for and not appropriate for that meeting. People need to know thier places.

Unfortunately nt so the DA wanted to hijack the votes , knowing very well that some ANC parliamentarians are already on holidays, now is the time they dont want knowing very well it will demoralised their confidence towards 2014, the ANC is ready they must come , thats a clear prove they wanted to steal our democracy

So true, that makes me want to cry! Parliamentarians are only happy to earn a salary and get all the related benefits, they have got nothing to do with peoples interest as long as their ''cups'' are filled to capacity and at the same time overflowing.

Rob, they must bring on, the motion of no confidence, no debate, go straight to voting, we all know what is it all about, just set the date & see, majority rule.
WillGranzer, DA troll, the constitutional court or any court on this land for that matter cannot rule over parliament, judge Davis made that clear, sort out your problems in parliament not in courts. There was nothing clever about what the DA were doing, the ANC has the majority in parliament, do you think the disgruntled members were going to vote with the DA, stupid.
Wiseguy, go back to your rural village and apologise to your village chief for trying to turn his people against him, those people are happy with the way they leave their lives under chiefs, you are just disgruntled they chase you away, the same way they chased Lidiwe bcoz she has no respect for rural village protocol, she should ask Masizole or Madikizela how to reach out to people in rural areas.
When we had all comments open one of the trolls celebrated a baby being murdered. You can thank that particular loathsome piece of sewerage for us changing policies. It is also why he keeps on getting banned, because frankly we don't want to end up with a situation where we have no comments open at all.
We limit the number of articles we open up for comments because we have limited staff and cannot moderate everything to make sure it doesn't become like that again. We only open comments on the biggest stories. It just so happens that the DA, being the official opposition, tends not to be as big a story, or generate as many stories as the people who actually run the entire country.
As to tribal leaders? If they are chasing people away for excercising their constitutionally mandated free speech (and that mandate is specifically designed to protect political speech such as opposition to tribal leadership) then they should be arrested and charged with violating the highest laws of the land. How can you support censorship in that case, and then slam websites for having moderated comments? -ED

Posted 104 days agoWhy should they be unhappy skhokho?....after all, they have the highest unemployment rates, highest rates of maternal and child mortality, highest rates of malnutrition, highest serious disease burden ect ect ect..... ad nauseum..... No why why would they have ANY reason to complain, with all these highest rates they are winners hey??......silly me duh!!
Oh and skhokho, for the record, I am NOT trying to turn anyone against the chiefs or a chief for that matter, I am commenting on issues of governance and how those issues affect the good people living under that system of governance! If you can't handle the truth, hire yourself a Disney movie and get a bottle of Jack Daniels!
