This time his shebeen was raided by police on Saturday night.

"His shebeen in Zwelitsha is unlicensed and his wife was arrested," said Bredasdorp police station commander, Lieutenant-Colonel Maree Louw.

The owner would not comment and neither would he speak about the police's inquiry into his pub, where Booysen was allegedly last seen before being brutally raped. She died on February 2 after reportedly telling her foster mother who her attackers were.

According to a survey commissioned by South African Breweries last year, "one out of every two teenagers in the average South African home is a user of alcohol".

Alan Winde, finance, economic development and tourism MEC, said: "The Western Cape Liquor Authority regularly conducts unannounced liquor raids of licensed liquor outlets. If any outlet is caught selling liquor to a minor, they will be liable for fines of up to R1-million, jail time and will have their licence removed."

Part of the authority's mandate is to regulate the liquor industry in the province. It may also revoke liquor licences and issue penalties.

Philip Prinsloo, a deputy director at the authority, said they are awaiting the outcome of the police investigation into whether Booysen "drank and socialised" at the pub in Western Cape before taking action.

When The Times visited the town days after the teenager's death, one of her 15-year-old friends said she had been to the pub with Booysen before.

Bredasdorp forms part of the Cape Agulhas Municipality.

Mayor Richard Mitchell said the municipality, with a population of more than 28 000 residents, had 120 venues that had liquor licences.

Several provincial departments, including health, economic development and tourism, social development and Premier Helen Zille's office, have been involved in "taking our communities back from the clutches of alcohol".

"The Western Cape government take alcohol abuse seriously, we will not stand idly by as alcohol continues to destroy our communities," said Prinsloo.
