AG pronounces Western Cape squeaky clean

Auditor-general Thembekile Makwetu has lauded Western Cape for obtaining positive audit outcomes for all 23 departments and entities. Of the 23, 18 got clean audits and the rest got unqualified audit opinions.

Briefing the provincial legislature in Cape Town yesterday, Makwetu jokingly said he did not even want to explain the meaning of adverse and disclaimer audit opinions after the province received clean and unqualified outcomes across the board.

"I was counselled by the Western Cape team here to say that let us not put out that definition of adverse and disclaimer because it might just be a fatal attraction."

Makwetu credited the Western Cape government's senior management for "doing a good job at maintaining daily discipline and internal control".

He pointed out that two years ago some audit outcomes in the province were classified as qualified.

"As at the end of 2013-2014, qualifications have disappeared," he said.

"That is a significant shift and a significant improvement that we want to make a note of in respect of this province."

But he said some gaps within senior management and internal audit units still needed to be tightened.

Makwetu was briefing the provincial legislature on the 2013-2014 financial audit outcomes as part of his office's countrywide roadshow.

The auditor-general audits are conducted in three areas: financial statements, performance targets and compliance with legislation.
