The brutal murder of 15-year-old Elda Jafta has left the people of Bredasdorp reeling. Now questions are being raised as to why governance systems are seemingly failing the most vulnerable in society.Bredasdorp is the Western Cape town in which Anene Booysen, 17, was raped, mutilated and murdered in February 2013.
