Criminals slip through torn net

Thousands of suspected criminals are walking free because of negligence by the National Prosecuting Authority and the police. Approximately 117660 cases were struck off the roll last year.In its 2014/15 annual report released last week, the NPA admitted the 5.3% annual increase in the number of cases struck off the roll was a matter of concern.Institute of Security Studies governance, crime and justice head Gareth Newham said: "A substantial number of criminal perpetrators are escaping justice due to inadequate performance from the criminal justice agencies."Institute for Security Studies policing researcher Johan Burger said most cases were struck off due to poor police investigation.He said: "A detective can carry between 100 and 150 case dockets at a time. It's just an impossible situation so it stands to reason that in many of these cases, the investigation will not be up to standard."He said the SAPS had admitted that a third of detectives had never attended a training course.Criminal law expert William Booth stressed the constitutional right to a speedy trial.
