Charges against 14 people arrested during service delivery protests in Thembelihle were withdrawn in the Protea Magistrate's Court on Thursday, Gauteng police said.
"The charges were withdrawn because there was not enough evidence," Captain Mbulaheni Netshivhodza said.
They were arrested on Tuesday on suspicion of public violence.
Earlier, five of their supporters were arrested outside the court because they disobeyed a police order to disperse. They would appear in court soon, he said.
"For now, the situation is calm and everything is back to normal."
The police would continue patrolling the area, Netshivhodza said.
A total of 38 people have been arrested since the protests began in Thembelihle, near Lenasia, on Monday.
About 500 residents demonstrated by barricading Klipspruit Valley Road with stones and burning tyres until Wednesday morning.
Residents also set fire to three load centres, causing damage of R1.5 million and depriving most of Lenasia extensions nine to 11 of power from Monday night to 3am on Wednesday.
