Xenophobia will resurface if the government fails to get to the heart of the problem, warned Graça Machel, the widow of former president Nelson Mandela. At the memorial service of Mozambican Emmanuel Sithole yesterday, Machel said: "We may say that in 2008 we did not know [xenophobic attacks could occur].
