He said on Monday that “it is a well-known fact” that this is how it’s done in the metro.Ndoni‚ speaking at a developers consultative workshop‚ seemed resigned to the scale of the problem and said there was no point in putting in place good interventions when corruption was not rooted out in the allocation of housing within the metro.
