Riah Phiyega's days as national commissioner are numbered after it emerged that the police's tactical plan that led to the massacre at Marikana had been made even before the striking miners were given a chance to surrender their arms voluntarily. Delivering the report of the commission into the massacre, President Jacob Zuma said last night he had already written to inform Phiyega of its recommendations.
