New attitudes, not bigger budgets, needed to curb rape

There is a huge difference between what is supposed to happen in the effective prevention and prosecution of sexual crimes and what actually does happen. This is according to a new report in which Joy Watson, an independent researcher, argues that, despite comprehensive legislation and policies aimed at combating gender-based violence, South Africa is one of the most dangerous countries for women.
