Taxis head in new direction

Cape Town's mayoral committee approved an ambitious plan yesterday to overhaul the city's minibus taxi industry. It will scrap taxi licences and help taxi bosses set up companies that will not compete with each other. They will be shareholders in the companies, which will own vehicles and operating licences and be responsible for hiring and training drivers.
