Tswaing down to its last R16,000

Tswaing, a struggling North West municipality, has just R16,000 in its bank account, leaving it unable to pay workers' wages in line with an agreed increase. Municipal workers union Samwu has vowed to oppose an application made by Tswaing to be exempt from paying the 7% i ncrease.The municipality cites a lack of money.
