Failure to rein in brutal violence a betrayal of 1994

A sickening photograph of the bloodied body of a man is doing the rounds on social media. His battered corpse is partly covered by a sheet of corrugated iron but there is no mistaking the flames shooting out of his abdomen. The picture could have been taken in Tokoza in 1993, at the height of the township war in apartheid South Africa, but it wasn't.
