Designed to house 300 homeless people, the City of Tshwane’s only municipal-owned homeless shelter is reigned over by an alleged rental mafia.

Armed guards, who report to the “mysterious” chairman of Struben No. 2, are reported to be enforcers who collect R150 rent every night from queues of people lining up for a small space to sleep.
