Parliamentarians probe vacancies at police oversight body

The acting head of the Civilian Secretariat for Police should have had Oscar nominations by now. This remark by member of parliament for the opposition Dianne Kohler Barnard during a briefing of Parliament's Portfolio Committee on Police on Wednesday characterised the type of concerns raised about the body meant to advise the minister of police and conduct oversight over the police."I don’t think this entity has ever had full complements…I don’t know how long you have been acting‚ you must have Oscar nominations by now‚" Kohler Barnard‚ speaking to the committee‚ said about acting Secretary of Police Reneva Fourie.There are currently 11 vacant posts‚ Fourie told the committee.She added that‚ as a result‚ some employees have high workloads which can impact on the quality of work.Committee member Zakhele Mbhele questioned vacancies that have not been filled by the secretariat and the "brunt" these would have on the different roles of the secretariat.Chairperson of the committee Francois Beukman also wanted to know why the vacant position of chief financial officer has not yet been filled by the secretariat."We need assurances from the acting secretary…you are so busy worrying about establishing departments that it could hamper the role [of the secretariat] which will let SAPS run their own show‚" Beukman said.Fourie admitted that the secretariat was "too internally focused" which may leave SAPS unsupervised.Patrick Mashibini‚ chief director of corporate services at the secretariat‚ said that most of the vacant posts fall under administration.He attributed to high number of vacant posts to competitive salaries in the market.
