A. The process is complicated, but if you follow the steps on the High Commission website, there is no reason why you should not succeed.
Firstly, you need to create an account - known as an ImmiAccount - on their Home Affairs website.
Then you contact one of the TLS contact service centres to arrange an appointment for your biometric data to be collected. As of 2016, this is a pre-requisite for application for an Australian visa.
You will then submit your data with your visa applications through your ImmiAccount...
