Q&A with national police commissioner Khehla Sitole

According to the latest crime statistics, violent crime is higher than ever. Chris Barron asked national police commissioner Khehla Sitole…

Why aren't street robberies in the stats?
The public wanted breakdowns of crimes against women and children and farms.
Don't 50% of aggravated robberies occur on the streets?
Yes, they do.
So isn't this one of the most important crime categories?
Let me not disagree with you. We're going to see if we can't make it part and parcel in the future.
Are you going to focus more on intelligence-based crime prevention?
We're already focusing more on that. Where we want to move to is predictive policing, and for this you need a strong intelligence foundation . and research analysis.
Do police have the skills for this?
We are enhancing our analysis capacity so that we can even extend to cyber and the dark web. Our training and development strategy is being reviewed.
Will this improve the ability of police stations to identify crime hotspots?
The expansion of analysis capacity we are taking down to police stations, and we're looking at a change in training so that we get more skills at that level.
Are we going to see station commanders actually analysing dockets?
The docket must be analysed by your investigation commanders. Station commanders must do more analysis of modus operandi before it translates to crime.
Maybe just ensure more visible policing on the streets?
I agree. But we need to see this more broadly. There's visible policing through enhanced personnel capacity, but also through digital transformation, through technology. I've just returned from China and Thailand where they're using very minimum personnel but more technology. I'm looking at a balance.
Is there a need to improve the quality of station commanders for this?
Definitely so. We're going to take them through training and orientation, and will also be holding them accountable for optimum utilisation of intelligence and technology.
Easier said than done, isn't it?
That's why I don't want to make promises to the public, I want my actions to speak for me. We said we're going to drive the cash-in-transit criminals back and we've arrested the No 1 criminal. So in everything I say there's an action attached.
Police stations in the Western Cape have the highest murder rate. When are you giving them more police?
I've already sent 300. But at the same time the upgrading of the critical police stations there is also in process because I'm migrating resources from national and provincial down to the police station. We've also filed a business case with Treasury to balance the policing ratio to the public. Western Cape is one of my priorities.
Are you rooting out corrupt officers?
The restoration of trust in the police is an urgent matter .
Is this why mob justice is on the rise? Because people don't trust the police?
It's not only that, but we have to correct the trust gap...
