Top ministers to report on youth subsidy and NHI

These and other recommendations were contained in a report tabled in parliament yesterday by the legislature's standing and select committees on finance.

The report, which has been adopted by all members of political parties who sit on the joint committee, is due to be debated in the National Assembly this afternoon.

The committee has conducted public hearings on Gordhan's 2012 budget speech.

A range of professional, government and civil society organisations presented to the joint committees and some of their recommendations were taken up.

"Everyone who presented to the committee understood the budget was drawn up under difficult circumstances," said the ANC's Thabadiawa Mufamadi.

DA shadow finance minister Tim Harris said that though he agreed with the report, he would have liked to have seen Treasury give more details on the proposed increases in infrastructure development.

Among the other recommendations adopted by the committee were that Gordhan and the Minister of Cooperative Governance and Traditional Affairs, Richard Baloyi, should submit a detailed plan on the proposed establishment of the municipal infrastructure support agency.

"This plan should include clear functions and reporting lines of the agency and should reach parliament within two months after the adoption of this report by the house," the committee report said.

It also said the Minister of Higher Education and Training, Blade Nzimande should table a detailed plan (including financial implications) on the proposed construction of the new universities in the Northern Cape and Mpumalanga within six months after the adoption of the report by the National Assembly.
