An unrepentant apartheid-era mass murderer is a beneficiary of a multimillion-rand government land reform programme meant to benefit previously disadvantaged emerging black farmers.

Louis van Schoor, described as one of South Africa's most prolific serial killers, shot so many black "burglars" during apartheid years that he claimed he was unable to keep count.

Now it has emerged that Van Schoor is earning a living through a government-sponsored project just outside of East London that was meant to redress the inequalities of the past.

Land restitution experts who talked to the Sunday Times said they were shocked at the mass killer's appointment saying it raises a lot of questions about government's own screening process.

Van Schoor, however, believes he should be given a second chance as: "It's all behind us. We don’t want to open up old wounds."
