Measures to protect whistleblowers should be beefed up, says Public Service and Administration Minister Richard Baloyi.

Communities needed to feel safe before they raised the alarm on corrupt activities, he told a good governance conference hosted by the public protector in Pretoria on Tuesday.

Baloyi said corruption had much to do with the environment.

"We need to talk to our people, make them realise and understand corruption does not pay. Corruption in our country is a major threat to good governance," he said.

"Oversight institutions need to talk to each other and work together. The constitution gives room for oversight but we need to coordinate our activities and promote good governance."
