Ken Simmonds: Toby Shapshak, please would you do a piece on ADSL download speeds? In particular why we have to tolerate all those stops for buffering.

A few months back there was some rah-rah about an undersea cable landing in Kenya that was supposed to improve matters, but I have yet to see any difference.

Are there any plans in hand to improve download speeds?
