I agree with Transport Minister Ben Martins that those caught not wearing safety belts should be punished ("Stiff seat belt fines coming", yesterday). But who will enforce this law on our law enforcers?

During the recent school holidays in Gauteng, I conducted an informal survey among our law enforcement officers. This is what I found: about 3.17% of SAPS vehicle drivers were wearing safety belts (two out of 63), 9.09% of the drivers of Gauteng traffic vehicles were wearing safety belts (two out of 22), and 2.04% of the drivers of Ekurhuleni Metropolitan Police vehicles were wearing safety belts(one out of 49).

Overall, only 3.73% of the drivers of law enforcement vehicles were wearing their safety belts (five out of 134).

This begs the question: who will enforce the law and who will write out the fines? Maybe Martins will.
