It is time for the government to dust off Trevor Manuel's National Development Plan and get started on it.

The points made in the letter headlined "Tax increase is pittance for some" (February 27) may well be true but the writer misses one important point - most democracies give back to taxpayers by providing quality policing, education, bus and train transport, roads, health services and so on.

Where is South Africa's shining example of success? Maybe it's the new Gucci retail shop or Sanral's e-tolls or some of the world's worst-run businesses, such as Eskom or SAA?

Don't tempt the rich people to leave South Africa.

Many are doing so already and are taking their businesses and knowhow with them.

How can government say "South Africa is open for business" without offering a secure electricity supply (for years) or reasonable union labour relations, and all the while rushing through many business-unfriendly laws, red tape and regulations.

Oh, I was supposed to read between the lines - South Africa is always open for corrupt business partners.

It's time to implement Manuel's National Development Plan.
