The ANC promises again in its latest local government election manifesto to fix municipal service delivery. Read the list of promises here and judge for yourself.

President Jacob Zuma promises in his introduction to the manifesto launched on Sunday: "Our Manifesto is affordable, realistic and achievable."

The manifesto begins with a summary of successes the ANC claims for the first three generations of muncipal government, ranging from 2.5-million houses giving shelter to 10-million people to the expansion of social grants and schooling opportunities for the poor.

Going forward, the ANC promises to:

* Build local economies to create more employment, decent work and sustainable livelihoods;

* Improve local public services and broaden access to them;

* Build more united, non-racial, integrated and safer communities;

* Promote more active community participation in local government; and

* Ensure more effective, accountable and clean local government that works together with national and provincial government.
