Ministers in R2.5m 'Travelgate'

The government has been hit by another hired car scandal, this time involving the Department of Public Service and Administration.

The department spent R1.4-million on hiring luxury cars for its deputy ministers for a year because there were "no funds available" to buy an official vehicle.

This was revealed yesterday in parliament by Public Service and Administration Minister Richard Baloyi.

Baloyi admitted that it had taken his department a year to buy an official vehicle for the deputy minister.

Roy Padayachie - who was Deputy Public Service and Administration Minister between May 2009 and November 2010, before being promoted to Communications Minister when president Jacob Zuma reshuffled his cabinet last year - used R1.2-million to hire cars between March and November 2010.

Baloyi said "the position of deputy minister was a new addition to the structure and thus could not be budgeted for accordingly".

He said "there were no funds available, therefore the department had to resort to hiring a vehicle".

When Ayanda Dlodlo took over from Padayachie in November, the department kept up the practice, spending R200000 on hiring cars for her.

"The vehicles had to be hired because the deputy minister was without an official permanent vehicle and thus had to rely on hired vehicles. Her official vehicle could only be procured during March 2011. On other occasions the deputy minister was working outside Gauteng and Western Cape, where she has an official vehicle" said Baloyi.

DA MP Ian Ollis slammed Baloyi, saying a car could have been bought for less than R1.4-million.

"It seems very reckless to do that with taxpayers' money," Ollis said.

Baloyi himself has spent more than R357000 on hiring cars since March 2010, saying this was because he was carrying out official duties in other provinces, away from Pretoria and Cape Town, where his official vehicles are parked.

Ministers and their deputies have spent more than R2.5-million on hired cars in the past year alone.

The question is, why do they need to use the most expensive rented vehicles, i.e. BMW and Mercs. Surely the Polo's and Corolla's serve the same purpose, and at a considerably cheaper rental fee. They are there to do their job, not to try and look fancy.

well i think we should not even ask why. should they want a bmw that's fine. they must take half a million and buy the bloody car instead of spending more than two time the amount on hiring cars. i can bet you, they do this to make business for their undisclosed business interest just like Cele did with Shabangu

This is why they bought themselves such fancy 4X4's - so that they could get to far away places on roads that are falling apart. Or was it just to leave them in the drive way to show off how far they had come. You can come up with all the excuses in the world, but the point is that it is blatant stealing and you really should be ashamed. Oh but i keep forgetting there is no ethics nor morals in this camp.

Padayachie should have asked Inkwenkwe to organise a Ratanang ("cover up corruption" in Pedi) car. At least the taxpayers would have got some of their money back (in savings) and had more to spend on the poor (I mean bling)

That's not good enough. Demote them to the mailroom or something that they can actually competently accomplish, then dock their pay to recover the money.

Firing them lets them get away scott-free and the money is lost forever.

I am convinced white South African have lost the TRUE meaning of CORRUPTION
Black people have lost a true meaning of the word RACISM.

Having said that, some people comment as if there was NO or very MINIMAL corruption pre 27/07/94. There and it was rampant, today u find people who were at salary level 7, 8 and 9, having fully paid morgages/home loans, furnitire worth more R 200 k @ their homes. Makes u wonder, how you can achieve all of that, if you havent dipped ur in the cookie jar?

I couldn’t agree more with you , well said, but as regards corruption pre 1994, well it was less, and corruption now will be less than in 2020 and so on....
As time goes on so lawlessness WILL increase and so will people's blatant lies :-)

I dont think we should go on about the whites and the blacks, as we as people in general have past that, but we should all start standing together to build SA up. If ANC cant do what we want , lets change to COPE or DP...what the hell, its only for 4 years and there is no ways any other party can do the damage that the ANC and NP/CP in 4 years!!!( Dont forget that the ANC = NP!! They cut themselves all a nice deal and the Nation was done in!!)
Chop and change, get them to do what the people want and not what they want!!! Get more black parties and more women parties...anything, just lets change!!

Why hire a car when government has got well resourced offices in all provinces (bar WP) ? Just borrow a car from or get a lift withone of the provincial directors or one of the MECs. After all, Ministers / Deputies shouldnt be rocking up everywhere without the presence of the provincial leaders.

Quite honestly, one should not blame the person who uses the hired car. If it is government policy, that's the way it is. If the policy is found to lend itself to abuse, then the problem should be fixed. It is time we should try to encourage our fellow citizens to do what is right for the country instead of continually barking at them. Trouble usually begins when one's dignity is challenged. We should all bow our heads and ask Jesus Christ to mend our hearts.
