Who called this bunch 'civil'

Given that they have 1998 VIP Protection Unit officers at their disposal our country's "civil servant" (where did that description come from?) cabinet ministers and premiers are assured of much of the ooh-ing and aah-ing they crave as their motor cavalcades speed along our roads, sirens blaring and blue lights flashing. "Where are they rushing to and what can possibly be so urgent?" we ask ourselves.Fact is, there are many things that require hasty and urgent attention - with a tad of "efficiency" thrown in.Who can blame us taxpayers for dubbing the various ministers who are so important in these times as:The ministers of Water Trickles, Power Outages, Agricultural Failures, Police Corruption and Brutality, Rampant Crime, Unemployment, Crumbling Houses - and so on, reaching into virtually every facet of South African life.And who is the bright spark who placed these ministers in the "ooh-aah" blue-light-bling-convoys?After a thorough examination of their fields of expertise and following widespread consultation and deep thought, it was President Jacob Zuma who presented the country with these leaders deemed vital to the welfare of South Africa.What would happen to a sports coach who selected teams that produced such ghastly results?To be kind I'd say he would be "put out to pasture" and in Zuma's case within the lush and opulent confines of Nkandla. ..
