All across Africa the situation is the same: there is corruption, weak judicial systems, a lack of capacity and resources, and police are always several steps behind the criminals.

And, ultimately, it is the children who suffer at the hands of child sex offenders who, in many cases, have almost “free rein” to do as they please, according to new devastating findings.
