Cosatu officially endorsed most of the ANC's 2014 election manifesto yesterday and said it would campaign "for a decisive victory for the ANC".

But the union federation has reservations about the manifesto, including the economic and labour chapters of the National Development Plan.

Concessions already granted by the ANC gave it hope that it could convince the party to amend some of its other policies, Cosatu said.

Its deputy general-secretary, Bheki Ntshalintshali, said: "Cosatu agrees there is a need, where appropriate, for a redrafting of these economic and labour policy sections of the NDP that place far too much reliance on the capitalist free market to create jobs."

Cosatu wantsconcessions on e-tolls and the Employment Tax Incentive Act, which allows companies to claim tax breaks for giving young people a start in the formal wage sector. There are fears this might disadvantage unsubsidised or older workers.

"The current act contains no measures to prevent this kind of abuse and, therefore, we welcome the proposal for new regulations to protect unsubsidised workers and welcome the commitment to review the act in two years," Ntshalintshali said.

He pointed out that the Nedlac talks had not been concluded when the Treasury had taken the bill to parliament.

Cosatu would meet unsettled affiliate the National Union of Metalworkers of SA, either tomorrow or on January 24, Cosatu president Sidumo Dlamini said.

Numsa resolved last month not to support the ANC in the elections.
