Mpanza was executed by Krugersdorp police, Ipid tells parliament

Parliament was yesterday briefed about the alleged execution of Khulekani Mpanza at the hands of three Krugersdorp police officers last month.

CCTV footage exposed by the Sunday Times show police, who had been shot at by Mpanza eight times earlier while he was allegedly attempting an armed robbery, shot and killed him although he had been disarmed and injured.

The Independent Police Investigative Directorate's Robbie Raburabu initially said the officers involved had indicated the man had been shot during an exchange of gunfire with police.

After the video emerged "we saw it was actually an execution and not the way it was told to us by the officers at the scene".

Constables Titus Mabela, Jason Segole and Sergeant Puleng Sebetwa appeared in the Krugersdorp Magistrate's Court on Tuesday on charges of murder and defeating the ends of justice. The fourth accused, Constable Dipuo Chipu, appeared on a charge of defeating the ends of justice.

The four have been formally suspended while in custody.

Chipu, who has been released on R5000 bail, and the station commander, who failed to act after the matter was raised, received letters indicating the police's intention to suspend them .

A second video has since been released that appears to confirm the Sunday Times initial report that Mpanza had fired at police before he was killed.

Policing expert Dr Johan Burger described the first CCTV footage shown to him by the Sunday Times as shocking.

"It is clear that this suspect no longer posed a threat of serious violence to the arrester or any other person. The moment that qualification falls away, it means the use of deadly force must stop immediately," Burger said.
