A letter has surfaced, supposedly showing how Nkosazana Dlamini-Zuma in her capacity as foreign minister and deputy minister of finance, Jabu Moleketi co-signed on the payment of R120 million to Concacaf's diaspora legacy programme.
The letter, dated 10 December 2007 was addressed to Fifa president Sepp Blatter's right hand man, Jeromy Valcke.
It was seemingly penned and signed by CEO of the World Cup Local Organising Committee, Danny Jordaan and indicates how the South African government authorised funding of the R120 million. The letter was uploaded on EFF Chief Whip, Floyd Shivambu's Instagram page this morning.
In it Jordaan writes: "The South African government has undertaken to pay an amount equivalent to US$10 million towards the 2010 FIFA World Cup Diaspora Legacy Programme. The Deputy Minister of Finance, Jabu Moleketi, has recommended that this money be paid over to FIFA. I have subsequently had a discussion with the MInister of Foreign Affairs, Dr Nkosazana Dlamini Zuma, who has said that the funds should rather be paid over to the 2010 FIFA World Cup Organising Committee South Africa."
Jordaan goes on to suggest that FIFA deducts the amount and pays it directly to Jack Warner's Concacaf.
