Transport legislation gazetted

Several pieces of transport legislation were published in the Government Gazette in the past week.

The 2013 regulations for the Administrative Adjudication of Road Traffic Offences Act was gazetted last Thursday, and the SA National Roads Agency Limited (Sanral) and National Roads Act on Wednesday, legal firm Alta Swanepoel and Associates said in a statement on Thursday.

The Sanral and National Roads acts related to the publication of e-tolls, conditions of payment for e-tolls, and the classification of certain public transport and emergency vehicles.

The National Road Traffic Act was published on Wednesday, with the national road traffic regulations amended and a national regulator appointed within the terms of the regulations.

The 2013 Cross Border Road Transport Act amendment regulations were also published for public comment.

On Wednesday, Transport Minister Dipuo Peters said the e-tolling of Gauteng’s highways would begin on December 3.

“Tolling should start then,” she told reporters in Pretoria.

She said those without e-tags would pay double the amount, and would not benefit from the discounts.

Peters said systems were in place to ensure the system functioned, and that Sanral was capable of this responsibility.

Electronic tolling would contribute to the fight against licence plate cloning and would reduce congestion, she said.
