President Cyril Ramaphosa's grandiose vision of a post-apartheid city of the future - an example of the fourth industrial revolution replete with skyscrapers, hospitals, schools and factories - will probably never leave the twilight zone.

Economists, political analysts and academics have shouted down his notion of a China-inspired smart city connected to other hubs by a bullet train. The announcement was one of the cornerstones of his state of the nation address in Cape Town on Thursday...
