National Youth Development Agency head Steven Ngubeni says the agency has placed a strong focus on accelerated job creation by equipping young people with hands-on skills.

The agency's Ithubalentsha programme, launched last month, aims to assist young people to gain skills quickly, funding courses and start-up businesses .

Ngubeni said that last year the agency created 18000 jobs. The agency also provides bursaries in partnership with several embassies.

Ngubeni has degrees in town and regional planning, two master's degrees - one in built environment and another in development studies - and is working on a third master's, in public administration.

Ngubeni is the youngest of 11 children raised by an illiterate mother. He became the first head of the agency at the end of 2009.

The public protector is at present investigating the agency for the misuse of funds and new allegations of nepotism by Ngubeni, who was previously the deputy secretary-general of the ANC Youth League

The allegations concern youth summits held by the agency and sponsored by the Eastern Cape Department of Social Development being used to hold youth league conferences. The Democratic Alliance Youth has also laid a complaint in connection with the agency's public support for ANC Youth League marches in October last year.

Ngubeni allegedly awarded a family member a catering tender worth R22-million for the World Festival of Youth and Students, without following proper tender procedures.

"There is more than sufficient proof to show that I was not aware of any family member being involved in the tender," said Ngubeni.

He said the agency "does not have any political affiliation of any kind".
